This arrangement requires volunteers to construct this setup, to engage with customers, and manage the demand. The balloon artists can focus directly on their art, without needing to manage each person in line. Ending the line can be done quickly, as volunteers can just shut access to the line and apologize to late comers. This whole setup cannot be successful for optimum speed without the help of volunteers to manage the line.
